Module 1- Why people must be consulted?

By the end of the module, you will have learnt about:

  • Why involving people in transport policy is necessary
  • The importance of legal requirements to consult
  • How to plan consultation strategically
  • A range of different techniques

Module 2 - Legal and Statutory Duties

By the end of the module, you will have learnt about:

  • International legislation
  • Aarhus protocol
  • National Legislation
  • Equality Impact Assessment
  • Judicial Review
  • Regional and local Council Protocols
  • Statutory requirements
  • Planning laws
  • Local Transport Plans

Module 3 - Strategic Planning

When planning a consultation, it is important to consider what level of decision-making is available to those involved – for example, is the public simply being sent a pamphlet about something that is going to happen or at the other extreme is the public being asked to vote to accept or reject a new transport scheme?  If people think they are being consulted in order to decide if the decision is already made there can be reactions ranging from disillusionment to active protest.

Module 4 - Techniques in Public Engagement

In this module, we will go through different methods of public engagement and also introduce more creative approaches that will help target “hard to reach” groups.
 
We will build on what we learnt in the previous modules – namely that there are different levels of consultation appropriate for different purposes and situations.   

Module 5 - Risks involved in Stakeholder and Public Engagement

In this module, we will go through:

  • Direct Action – Case study
  • Failure to fulfil predictions – Congestion and road prioritisation
  • Small-scale examples e.g., road safety stemming from a lack of understanding of how or where people cross
  • Transport-related social exclusion

Module 6 - Engagement and Evaluation

In this module, we will go through:

  • The importance of feedback
  • Mitigation and retrofitting
  • The benefits of evaluation
  • Retaining the legacy
