CIHT Cymru Wales are excited to co-host this joint event with ICE & CILT on the Lugg Review with the Welsh Government's Deputy Minister for Climate Change, Lee Waters MS and WSP's Director of Local Transport, Matthew Lugg OBE.
The Deputy Minister for Climate Change, Lee Waters MS, requested an independent review of the current annual maintenance programmes on the Strategic Road Network (SRN) to consider whether these programmes are suitably designed and specified to meet Welsh ministers' statutory duties as the highway authority for the SRN.
A team of independent experts, led by Matthew Lugg OBE for WSP conducted the Lugg Review. Following a draft report which was completed in May 2022, the team were commissioned to review the recommendations in-line with the Roads Review Panel Report, 'The Future of Road Investment in Wales' (February 2023).
Working with policy and strategy makers at national government level, WSP have led a review that provides a series of recommendations to support the way future maintenance investment decisions on the Strategic Route Network are made. This was to ensure that the Welsh Government statutory duties are retained and priority is given to investment in major infrastructure assets to reflect the change in investment decisions now being taken forward through the Welsh Government transport strategies.
The outcomes of the recommendations are now being progressed, so this presentation will not only describe the details of the review but also provide you with the latest update on the progress being made.

Matthew is a past president of both the Chartered Institution of Highways and Transportation (CIHT) and Association of Directors of Environment, Economy, Planning and Transport (ADEPT).
He is a former chair of the UK Roads Board ,the Midland Highway Alliance (MHA), the Road Environment Working Party (REWP) of Parliamentary Advisory Council on Transport Safety (PACTS) and is the current Chair of Editorial Panel of the ICE Municipal Engineering Journal.
He has spent the majority of his career working in the public sector working for 5 different County Councils and was seconded to work for the DfT on the Highway Maintenance Efficiency Programme (HMEP) initiative.
For the last 10 years he has worked in the private sector for both consultants and a contractor - Mouchel, Kier and now WSP.
He has also presented a number of papers internationally on highways infrastructure asset management and other transport related topics.
Matthew has won numerous awards most notably the Highways Award for Lifetime Achievement, the ICE Municipal Engineer of the year, the UK National Transport Award for his outstanding contribution to Local Transport, an ICE Award for outstanding contribution to Civil Engineering in the East Midlands and the OBE for services to local government.
