Ann Carruthers is Director of Environment and Transport for Leicestershire County Council responsible for all highways, transport, environment and waste services. Before joining Leicestershire CC, Ann worked with a number of local authorities across Scotland and England covering the highways, transport, environment and growth agendas. Ann also spent a number of years with Transit New Zealand responsible for introducing sustainable transport options and new ways of working across New Zealand’s state highway system. Ann is President of the Association of Directors of Environment, Economy, Planning and Transport (ADEPT), a Fellow of the Chartered Institute of Highways and Transportation, a member of the Highways Sector Council and Chair of Midlands Highway Alliance+, a collaboration of 36 local highway authorities providing routes to market, sharing best practice and driving up standards across our highways work.
Louis has worked at the CCC since 2020 across several roles and currently leads the CCC's Infrastructure team. This team is responsible for the Committee's work on the Net Zero transitions in surface transport, waste and industry, as well as the resilience of infrastructure systems. Prior to joining the CCC, Louis worked in government on nuclear power and international climate change. He also has a background in transport planning and a degree civil engineering.
Stephen Elderkin is Director of Environmental Suitability at National Highways, the government-owned company that operates, maintains and improves England’s 4,500 miles of motorways and major A-roads. The Environmental and Sustainability division that Steve leads at National Highways works on the company’s 2050 net zero target. Steve’s team brings together its environmental and carbon teams into one central division, raising the profile of environment within the organisation and creating additional capacity and capability.
Before joining National Highways, Steve’s career focused on environmental sustainability, including within central government. His roles included leading the government analysis for the Climate Change Act, carbon budgets and energy efficiency policies.
Anne Shaw is executive Director of Transport for the West Midlands (TfWM) since 2022. Here she is responsible for providing strategic and operational leadership to support the delivery of TfWM’s priorities as well as leading the WMCA’s response to strategic transport planning, driving sustainable and equitable economic growth while championing transport innovation and development.In 2023 Anne was awarded an OBE in the Kings Birthday Honours list for her contribution in leading the transport programme for the 2022 Commonwealth Games. In the same year, she was also awarded the Institute Award from the Chartered Institute of Highways and Transportation (CIHT). She was also appointed as a Council member of the ZEMO partnership in 2024 seeking to accelerate transport to zero emissions.
Andy is a Welsh Government Deputy Director and Chief Highway Engineer and leads the Strategic Road Network Division responsible for the maintenance, operation and enhancement of the Welsh strategic trunk road and motorway network.
Andy is a chartered civil engineer with many years experience of delivering transport infrastructure. He has a track record of leading and project managing large multi-disciplinary teams on transportation projects with a strong emphasis on the end user. He has undertaken substantial design and maintenance work on highway asset and management schemes, business improvement initiatives and daily management of strategic road networks and control centres.
Andy’s current role with Welsh Government involves the governance and accountability for the operation, maintenance, and enhancement of the road network daily in a way that supports Welsh Government’s ambitious mode shift, emission reduction and NetZero targets at the same time supporting the economy and Welsh way of life. The continuing government budget pressures and the need for ever increasing levels of service standards means that new approaches are being developed. These approaches involve adapting asset management strategies, daily operations of the network and road space allocations to ensure a safe, transport network that maximises the opportunities for sustainable travel.
Through membership of the UK Roads Leadership Group and UK PIARC Andy has the opportunity to ensure that Wales is at the forefront of the and can influence the development of Roads Policy in the UK and further a field.
