The global shutdown resulting from the unprecedented COVID pandemic presents the transportation sector with an opportunity to reconfigure future policy and practice for the benefit of the environment and individual citizens alike.

Day 1 will focus on the decarbonisation of the transport sector and the steps that the industry needs to take to deliver on the commitment for net zero.

Day 2 will look at active travel, public transport and the impacts of increased homeworking. There will also be a focus on the development of new guidance for professionals, including the Manual for Streets and the New National Model Design Code.
Delegates will gain a detailed understanding of the latest perspectives and positions with regards to planning and designing better communities. CIHT has been at the forefront of developing new approaches. Speakers will provide key information on the latest guidance in this area which will be of direct importance to organisations and members working in communities.

Day 3 will explore both the digital changes, innovative thinking and future technologies that will enable and drive Innovation within the transport sector of the future. It will also discuss the skills that the industry will need to deliver on such Innovation.
A forum of notable innovators will give attendees crucial insights into industry change and innovation, enabling delegates to better recognise, drive and respond to industry innovation.
Delegates will benefit from a wide range of informed views on how the sector needs to innovate to deliver its services in more effective ways.
Furthermore, speakers from the automotive sector will outline how vehicle manufacturers are innovating and pushing ahead and how the highways and transportation sector needs to react. Meanwhile, an international viewpoint will consider what other countries are doing within the innovation space. Finally, Jonathan Spear, Transport Policy and Strategy Advisor at the World Road Association and Chair of the CIHT Dubai Group will be discussing the role of transport agencies in shaping new transport technologies and service models.

Zeina Nazer (MSc PE MBA) is the Co-Founder of CITIES FORUM, the Secretary General of ITS Arab and a Researcher at the University of Southampton. Zeina has 25 years of global experience in strategy, consulting, research, and platform development in firms such as KPMG, Parsons and AECOM. The author of more than 100 papers, she has shared her expertise in smart mobility, electric vehicle, climate change, digital transformation, and innovation at many international conferences.
Zeina is a member of the Jury of the "Innovation for Automotive" at the MOBILE WORLD CONGRESS (MWC) and was the chair of the International Organization for Standardization (ISO) Technical Working Group on ITS Systems Architecture. Zeina also served as the Director on the Board of Women in Transportation (WTS) in the USA.
Mike Childs has worked for 30 years for the organisation on issues including factory pollution, waste management, chemical safety, and climate change. He led the organisation’s Big Ask Campaign between 2004 to 2008 which led to the passing of the Climate Change Act. Over the last two years he has worked with the consultancy Transport for Quality of Life to identify what national and local changes are needed to reduce transport’s carbon emissions to level’s consistent with the UK’s international climate obligations.
The Baroness Brown of Cambridge DBE FREng FRS Julia King is an engineer, with a career in both academia and industry before becoming a Crossbench member of the House of Lords, where she is a member of the European Union Select Committee and its Environment Sub-Committee.
Her major interests are climate change and the low carbon economy. She is Vice Chair of the Climate Change Committee and Chair of its Adaptation Committee; Chair of the Carbon Trust; and a non-executive director of the Offshore Renewable Energy Catapult. She led the King Review for HMT on decarbonising transport (2008), and is the Sector Champion for the Offshore Wind Sector Deal - part of the Government’s Industrial Strategy
As the Vice Chair of the Climate Change Committee and Chair of its Adaptation Committee, The Baroness will be discussing the decarbonisation of transport within the context of Net Zero and COVID-19.
Paul has extensive experience in the highways industry having joined in 1982 and has worked tirelessly both within WJ and the industry to raise the profile of Sustainability and the need to take serious action to address the many challenges faced in the UK.
Appointed WJ Group Sustainability Director April 2018, he is also Current Vice Chair RSMA, Chair NHSS 7 Advisory Committee, Highways England Supplier Diversity Forum, member of Fairness, Inclusion and Respect in Construction National Steering Group, Safer Highways Board Member, FIHE, PIEMA.
Vanessa is Head of Carbon and Environment at FM Conway and is responsible for spearheading our ambition to become a carbon neutral business. With her love of nature as the driving force, she gained a degree in Marine Biology and Coastal Ecology and has over 15 years’ experience working in the construction industry with the aim of improving the environmental outcomes resulting from major infrastructure developments. Vanessa provides professional advice to FM Conway’s delivery teams and clients in order to minimise the carbon footprint of our highway operations. Her strategic approach includes modelling a range of environmental impacts, challenging conventional ways of working and highlighting opportunities to leverage low carbon technology and materials.
Andrew is acting Climate Change Associate at CIHT. Previously he was Director of External Affairs & Strategy at the Institution of Civil Engineers where he was responsible for ICE's policy advice to government and other stakeholders.
In recent years he has delivered policy and industry improvement projects for a range of organisations including the Association for Consultancy and Engineering, and the Major Projects Association.
Andrew leads CIHT’s Policy and Technical Affairs outputs across a wide range of areas.
Throughout his career Andrew has been focussed on the development of improved highway services in the UK and has over 30 years’ experience of the highways and transportation sector both in the public and private sectors.
Before joining CIHT in 2013 he was Director of Central and Local Government services at Atkins where he provided advice to a range of clients in the sector.
Andrew joined Atkins in January 2006 from 4ps where he was a senior executive advising local authorities on the best way to develop, procure and deliver PFI and PPP schemes.
Sally is head of the Traffic Signs and Street Design Policy team in DfT's Traffic and Technology Division. The team is responsible for policy on street design and public realm, which makes up three-quarters of all public space and hence has a significant impact on people’s lives. The team is working with CIHT on the revision of the Manual for Streets and Manual for Streets 2, to enable those designing streets to do so in a way that contributes to sustainable, healthy and active communities.
Sally has worked at DfT since 2002, when she was offered a 'short-term' secondment from Mouchel into the Traffic Management Division, as it then was. Six years later she joined the Department full time, in August 2008, and has been part of the Traffic team in its various forms ever since.
Prior to this, she worked for WSP and then for Mouchel’s term contract with Hertfordshire CC’s highways department. She graduated from Exeter University with an MEng in civil engineering.
Andy is an architect with over 30 years’ experience in the design and delivery of housing for the private and public sector.
Previously a consultant at the Ministry of Housing Communities and Local Government advising on design quality, housing supply and estate regeneration programmes, he was appointed Head of Architecture at MHCLG in March 2019.
He works across planning, housing supply and standards directorates in MHCLG and across other Government departments on architecture and design quality related matters. His areas of expertise are in housing design, master planning, sustainability and working with communities at the early stage of projects. His objective is to support Government and industry deliver quality places from his experience as a former practitioner and from the current policy perspective.
He was formerly Chairman of a large, award winning architectural practice specialising in housing, Chair of the RIBA Housing Group, Chairman of the Housing Forum, a cross housing industry membership organisation, and is a member of the NHBC Foundation Expert Panel. He has co-authored influential reports on standards and quality in housing developments.
Sarah has been with Midlands Connect since early 2016, working to develop the Sub-national Transport Body into a single voice for the region. She spends her time working with the partners to ensure an integrated approach to their work.
Midlands Connect has pushed forward development work and grown its presence nationally. By researching, developing and recommending schemes to central Government the region can look forward to a continued programme of investment.
Prior to joining Midlands Connect Sarah spent 20 years working as a transport planner and economist, developing business cases and proposals for projects all over the world; this includes working on business continuity and behavioural change for London2012, integrating transport services with the Dubai Metro and assessing bids for railways in South Africa.
Sue Hitchcock is Project Director, Kent Roads on the Lower Thames Crossing. The proposed scheme is the most ambitious roads project for a generation. This Highways England project will help to unlock long-term economic benefits supporting over 22,000 jobs during construction, including hundreds of opportunities for apprentices, graduates, and local businesses. Sue is a Chartered Civil Engineer and has previously worked in leadership roles as both Consultant and Client on a number of other Major Infrastructure Projects, including the Heathrow Expansion Project, Thames Tideway Tunnel, Lee Tunnel and the Beckton Desalination plant and pipeline.
Glenn has over 25 years’ experience in the transport planning and engineering sectors and has worked on a wide-ranging portfolio of projects from contemporary street design schemes to innovative, high-profile research projects for Central Government. His work focusses on design, research and innovation, particularly regarding active modes, user behaviour and placemaking.
Glenn is WSP’s project manager for the CIHT commission to update Manual for Streets.

Jeff Paniati is the Executive Director and CEO of the Institute of Transportation Engineers, an international membership association of more than 16,000 transportation professionals who work to improve safety and mobility for all transportation system users and help build smart and livable communities.
Prior to joining ITE, Mr. Paniati had a 32-year career with the Federal Highway Administration where he held leadership positions in the areas of system management and operations, intelligent transportation systems and highway safety. He served as FHWA Executive Director from 2008–2015.
Mr. Paniati has received numerous honor awards, including the prestigious Presidential Rank Award of Distinguished Executive. He has been inducted into the University of Connecticut Academy of Distinguished Engineers, the ITS America Hall of Fame, and the ITS World Congress Hall of Fame.
Mr. Paniati has a bachelor’s degree in civil engineering from the University of Connecticut and a master’s degree in civil engineering from the University of Maryland. He is a Fellow of ITE and a registered professional engineer.
Adrian Hames is UK Head of Transport Planning for WSP, and has worked in Transport Planning for over 30-years. Adrian has led projects within local government, including 18-years working at Cambridgeshire County Council, and since joining WSP 13-years ago has led a range of strategic studies, produced transport strategies, developed infrastructure plans and projects, managed local authority frameworks and delivered large scale transport and development projects. Adrian is currently leading the update of Manual for Streets for DfT and CIHT. Adrian is also a keen cyclist and a Football Association Child Welfare Officer and football coach.
Mark Kemp is the Director of Environment and Infrastructure at Hertfordshire County Council having previously worked as a Service Director at Buckinghamshire, Oxfordshire and Cambridgeshire. Mark has over 30 years’ experience in the industry and is a Chartered Engineer, Member of the Institution of Civil Engineers and a Fellow of the Chartered Institution of Highways and Transport. Mark is a member of ADEPT chairing their Transport and Connectivity Board, is the Chair of the UK Network Management Board and a member of the UK Roads Liaison Group. He was the inaugural Chair of the National Traffic Managers Forum and has given evidence to Transport Select Committee on highway congestion and maintenance issues.
Martin has 40 years’ experience in UK and international highways - 15 years working in local government and 25 years in the private sector.
He is currently a Director of DMsqd, the CEO of Local Councils Roads Innovation Group (LCRIG) and Chairman of the recently formed North Yorkshire Highways.
After moving on from local government in the late 1990’s he joined an international design consultancy and became a Partner of Buro Happold with lead responsibility for Management Consultancy. Having gained experience on renowned projects across the world he established his own consultancy in the UK in 2012, focused on highways where he played a significant role in supporting local government through the HMEP programme. Martin joined Kier Highways as a Director and in 2019 decided to move on to form a small consultancy focused on supporting SMEs.
Throughout his career he has written numerous publications for the highways sector and is a regular speaker at national conferences.
In 2020 Martin became the CEO of LCRIG and in 2021 the Chairman of North Yorkshire Highways.
Alec has more than 15 years’ experience in multimedia journalism and has edited titles in the packaging, transport, healthcare, and energy sectors.
Having spent four years as editor of Highways Magazine he is no stranger to the workings of the sector. Alec was responsible for running and developing the print offering of the magazine plus its associated products, namely the website and weekly newsletter.
Alec's role is to raise the profile of LCRIG and highlight the good work of the organisation’s members with a strong focus on innovation.
He is also the owner of new media brand www.transportandenergy.com, which provides business-critical information and services to accelerate the decarbonisation of transport and energy.
Tanya has worked in electric vehicle policy for almost a decade, working with businesses, governments and a wide range of stakeholders to smooth the path for the uptake of electric vehicles. She chairs the EV Forum of the REA, the Association for Renewable Energy and Clean Technology which represents almost 100 businesses across the EV charging value chain. She works as ChargePoint’s Policy Director for the UK, Ireland and Nordics.
Prior to this Tanya worked for LEVC, the manufacturer of the London ‘black cab’, where she supported the launch of the first electric taxis in London. Tanya has also worked in Westminster, Whitehall and as an adviser to several electric vehicle manufacturers, charging companies and start-ups including Nissan and Tesla
Sir Peter Hendy has been the Chair of Network Rail since July 2015, and Chair of the London Legacy Development Corporation since July 2017. Previously Commissioner of Transport for London for nearly 10 years, Sir Peter started his transport career in 1975 as a London Transport graduate trainee. He is a trustee of London’s Transport Museum and of the Science Museum Group and was knighted in the 2013 New Year's Honours List, having been made CBE in 2006.
Zahraa Kadri is a Chartered Mathematician and a Senior Consultant within the Atkins’ Digital Asset Management practice. She is involved with digital innovations, asset valuations and leading on analytics across several projects informing key decision-making. Zahraa is on the IAM NxtGen Committee and the PIARC Asset Management Technical Committee.
Josh is a Senior Consultant Air Quality Specialist in Atkins Environment, with over 6 years’ experience in Environmental Consultancy. He has a MEnvSci in Environmental Science and has co-authored a published paper on the impact of communicating information about air pollution events on public health. Josh is also a Chartered Scientist (CSci). Josh is responsible for undertaking and reviewing air quality assessments for large highways schemes and smaller development jobs. He has been involved with the modelling and assessment of Clean Air Zones (CAZ) for four different geographic areas (air quality lead for two of them). Wider experience includes industrial emissions modelling, odour assessments, Local Air Quality Management services and investigative research.
Jonathan Spear is a Transport Policy and Strategy Advisor with 26 years’ experience in public policy, strategy, governance and regulatory studies, capacity and skills analysis and building. Much of this has specialized in national, regional and local transport policy frameworks, institutional structures and processes. With a post-graduate Masters’ qualification in Transport Planning and Engineering, he has worked extensively in the international arena, including the UK and Europe, Middle East, Africa and Asia-Pacific, and been based in London, Dubai, Beijing, Hong Kong and Singapore.
Much of Jonathan’s work has included benchmarking international good practice in transport planning and delivery, and making lessons more widely transferable. In this context, he is increasingly interested in the policy and regulatory implications of new transport technologies and service models, how this enables future market adoption and how new approaches may be applied to countries at different stages of development.
Jonathan is a Fellow of the Chartered Institute of Highways and Transportation and a Chartered Transport Planning Professional (CTPP). He has chaired four Working Groups on organisational and governance research for the World Road Association, PIARC.
In the context of COVID-19, Jonathan has written two White Papers on COVID-19 and Transport, considering the impacts and response of the transport sector during the pandemic and how key issues and policy choices will emerge beyond it.
Karla is the Innovation Lead for Connected Transport, part of the Land & Maritime Transport Team in the Manufacturing, Materials and Mobility Sector at Innovate UK. She is seeking solutions which use innovative technologies to leverage a smarter, greener and more sustainable future mobility system of systems for the efficient movement of people and goods around the world. Karla focusses on working with Local Authorities, Customer Experience and Active Travel amongst many other areas. Karla is also the Vice-Chair of ITS(UK). Prior to Innovate UK, she worked for 15 years at a large automotive company as a Design Quality Engineer.
Justin Ward is Head of Policy and Technical at CIHT managing a range of technical outputs including webinars and policy papers and research. He was a key member of the CIHT review Improving Local Highways, supports key policy bodies such as the UK Roads Liaison Group and acts as the General Secretary of the World Road Association in the UK. Prior to this position he was manager of Traveline Scotland.
