Karen McShane - CIHT President
Karen McShane is a chartered engineer and has over 35 years experience in the Highways and Transportation industry specialising in transport planning. She holds a part time role through the Northern Ireland Executive Office working for the Strategic investment Board giving transport advice as well as running her own consultancy practice.
This year she also holds the role of President of the Chartered Institution of Highways and Transportation with three over arching themes: Climate Action; Professionalism; and Equality, Diversity & Inclusion. She is a strong advocate of sustainable travel and tries to educate our decision makers on the need to have these sustainable travel modes available and she says that is why CIHT’s Bus Centre of Excellence is an important element of the Institution's work.
Steven Carmody, Managing Director Infrastructure Design, SCP/RSK
Steve is a senior professional specialising in Infrastructure and development planning and design with a proven 25 year plus track record of successful approvals on infrastructure Feasibility, including Flood risk and Drainage for construction of works in public highways.
He is a highly skilled Chartered civil engineer (CEng), project manager and team leader with expertise in preparing Detail Designs for a wide variety of Infrastructure.
Steve has a considerable track record of delivery of some key development schemes across the country, winning some major awards for the work he has completed.
As Managing Director of SCP Infrastructure Steve has responsibility for the entire SCP team of 75 staff, Client care, project delivery and development of technical excellence. He is a Fellow of the Chartered Institute for Highways and Transport and is previous Chair of the Yorkshire and Humberside Region and has worked on CIHT Council for nearly 10 years.
Wendy Gaynor-Barrett, Strategic Development, Arco
A Strategic Development Manager with Arco, the UK’s largest workplace safety products and services provider, Wendy is driven to help diverse workforces get home safely at the end of every day.
Throughout her career, she has expertly supported organisations in multiple sectors develop and launch inclusive PPE and uniform ranges.
Enjoying a successful 17 years at Arco, Wendy’s unique expertise allows her to build bespoke health, safety and wellbeing services and support packages. These continue to facilitate meaningful long-term partnerships with customers.
Wendy says: “I’m delighted to be speaking at this year’s event as I have a passion for leading EDI-focused steering groups. My mission is to help people be safe at work and challenge back when I don’t see this happening.”

Hollie Cregan, Head of Equality Diversity & FIR, GRAHAM
Hollie began her career in the rail industry in 2004 and progressed into a commercial role as a Quantity Surveyor before moving into a project management role delivering rail signalling projects.
Her curiosity led her to ask why she was the only female PM, only female in meetings, no female engineers, etc., and then to offer to help, her then employer VolkerWessels UK, to accelerate their ED-FIR journey. IN 2016 Hollie was voted one of the 20 most inspirational women in rail by Women In Rail. She went on to lead the business to achieve its first external accreditation “Investors in Diversity” (IID) within 18 months, and indeed retained their certification winning “Engineering Company of the Year” two years in a row and moving from 74th to 8th position in the 100 most inclusive organisations.
She represented the VolkerWessels UK business on various client-led industry forums, significantly the Rail Industry Association and National Highways Supplier Diversity Forum. She has been recognised as an impressive influencer championing the company to achieve several Diversity Awards.
Hollie joined GRAHAM just over 2 years ago and in the short time she has been with the company, she has led the successful achievement of the Investors in Diversity Award; the appointment of over 100 FIR Ambassadors across the GRAHAM Group, and the emergence of several staff networks – which all helps drive cultural transformation as well as providing a sense of belonging for staff. Moreover, at first entry to IID, GRAHAM was judged as a Top 50 company in the Most Inclusive Workplaces 2022.
Hollie would be the first to say these achievements are only possible with everyone working together. With Hollie spearheading ED- FIR, GRAHAM knows it has a leader who is determined to make a difference. Through her inclusive leadership style, GRAHAM is fast evolving into a more diverse and inclusive business, recognising the true value of the people who deliver successful business outcomes!
Catherine Jebson, Project Manager in Highways and Transportation, Leeds City Council
Catherine is a Project Manager within the Highways and Transportation Department at Leeds City Council and currently leads their in-house communications, stakeholder engagement and communications team; ‘Connecting Leeds’.
Catherine has previously supported the delivery of Leeds City Council Transport Strategy projects including the redevelopment of Leeds City Square, the redesign of Armley Gyratory and various Active Travel schemes across the city she has called home since 2017.
A skilled Project Manager with a passion for leading teams, delivering challenging outcomes and driving positive change, Catherine has revitalised Connecting Leeds with their EDI initiative. ‘Connecting Leeds For All’ aims to ensure the council delivers projects with people’s views at the forefront of design, communications and decision making.
A passionate advocate for climate action and sustainability, Catherine has also worked voluntarily with her beloved Burnley Football Club since 2021 to officially influence and support their sustainability journey and has previously appeared on Sky Sports and BBC News.
Rob McCartney, UK Director, Roughan & O’Donovan
Rob is a past Chairman of the Yorkshire & the Humber Region and has substantial experience in the CIHT; this includes: serving on the CIHT Council (representing the Y&H Region), Chairing the Road Safety Panel, as well as being Vice Chair of the Audit Committee. Additionally, Rob has served on the Learned Society Technical Strategy Board where he was involved in setting strategies and objectives, which assisted the delivery of the Institution’s objectives.
Rob is currently the UK Director for Roughan & O’Donovan (ROD), an established consultancy working across the Transportation, Bridges, Buildings and Environmental sectors. He has an all-round appreciation for Civil and Highway engineering, as he has worked for Local Authorities (including North Yorkshire and City of York Council), Contractors and Consultants.
During his 30+ year career, Rob has been involved in a range of high-profile projects including environmentally sensitive sewer replacements through historic woodlands, a £12 million housing project for the Seychelles Government, York’s Millennium Bridge, and the Safety & Economy Improvements on the Motorways and Trunk roads network.
