CIHT Northern Ireland and the Institute of Asphalt Technology are delighted to announce this two-part joint event.
The first part of the event will run 15:00-17:00 and will explore Professional Qualifications Seminar – Focus on Contractors, with the second part of the event running 18:00-19:30 looking at Technical Seminar - Surface Dressing Performance Specification. Delegates can attend one or both events, please use the relevant ticket option to indicate your attendance.
This face-to-face seminar will give attendees the opportunity to hear from a recently qualified Chartered Engineer as well as a current CIHT Reviewer. They will cover a range of hints and tips for those considering progressing with professional qualifications, and there will be a Q&A session at the end. Whilst the event this year will focus on those with a contracting background, it will still be applicable to those from other backgrounds including consulting, planning, client and academia.
Aimed at those considering going for professional review with CIHT at some point in the future.
Rory O’Connor was appointed Chief Technical Officer for the RSTA in April 2020. Rory has held senior business management roles in quarrying and asphalt production, mastic asphalt production, asphalt surfacing, high friction surfacing, road marking, road surface dressing binder production, road surface dressing and other various road surface treatment contracting operations, including tendering, financial, operational risk and performance analysis.
Rory is a Chartered Engineer and Fellow of the CIHT, Fellow of the Institute of Highway Engineers, Fellow of the Institute of Asphalt Technology and Fellow of the Institute of Quarrying and a participant in BSI, CEN, UK Pavement Liaison Group (UKPLG), Product Acceptance Scheme (PAS) and RSTA committees and technical groups for many years.
Diarmuid completed his National Diploma in Civil Engineering from RTC Dundalk in 1991 and started work with Roadstone Provinces on the Dunleer by-pass as a site technician setting out and surveying.
After a year-long spell with Waterford County Council from early 1993, he rejoined Roadstone in 1994 and has worked in a variety of operational roles mainly in Ireland but also in Poland and Portugal. Diarmuid’s current position is National Technical Manager for Aggregates and Circular Materials.
Diarmuid returned to college in 2021 to complete a Batchelors degree in Civil Engineering and following that applied for chartership through the CIHT which he successfully completed in early November of 2024.
Cathal has degrees in both Valuation Surveying and Quantity Surveying and has recently been recognised as a Chartered Engineer. Cathal has been with Tarstone Road Maintenance for over 16 years and has worked in all areas of the business. He now operates at a senior management level and is recognised for leading many developments in the use of Polymer Modified Mastic Asphalt in roads and airfields plus the introduction of sustainable thermal repair technology in Ireland.

This face-to-face event will outline the latest guidance for contractors, designers and road authorities, acknowledging that surface treatments will be crucial in helping the highways sector to decarbonise and keep more roads in better condition for longer. It will provide up-to-date information on the benefits of surface dressing as part of a proactive highways’ maintenance strategy and showcase case studies on Performance Specification - CE Marking to BS EN 12771 and Type Approved Installation Trials.
This event will be of interest to all working in highways and transportation, particularly of interest to those working in highways’ maintenance.

John McQuillan is a Director of McQuillan Companies whose services include Road Maintenance, Civil Engineering, Quarrying of aggregates, Asphalt Production, Demolition, Hazardous and Non-Hazardous Waste Management, Outdoor Facilities Management and Environmental Maintenance.
John has worked in the Industry for over 20 years and overseen the delivery of numerous DFI Measured Term Contracts for Surface Dressing. John also overseen the Company’s accreditation approval process of adding BS EN 12771 “Performance requirements and control procedures for the installation of surface dressing” to their scope. Last year, in partnership with AMEY McQuillan Companies completed the surface dressing contract for Transport Scotland on their Trunk Roads in the South West area. This Contract was delivered under this accreditation.
