Representatives from our Partner organisations and CIHT Technical Champions have formed three advisory groups for 2024. Each group will develop and deliver a technical paper that will positively influence the sector and support the changes the sector needs to take to progress and develop.

Progressing the UK towards Safe System implementation
Road Safety is a key theme for CIHT, and we are committed to delivering and disseminating “Good Practice” in the field of Road Safety to achieve a reduction in road deaths and injuries on roads.
With this commitment in mind, during 2024 CIHT will be investigating what can be done to implement a Safe System for road safety in the UK.
The Safe System contains five road safety concepts, which when used together, provide a holistic approach to minimising the number of fatal or seriously injured collisions that occur on our road networks.
The five components that make up the Safe System are:
1. Safe road use;
2. Safe vehicles;
3. Safe speeds;
4. Safe roads and roadsides;
5. Post-crash response.
CIHT have identified that although the Safe System seems to be widely acknowledged as best practice by many transportation professionals, there is little evidence of it being implemented in practice.
Therefore, CIHT are undertaking a project that will investigate what the common challenges are to implementing a Safe System, what it means to implement a Safe System and who is responsible for leading activity.

Suzy is a leading expert on the Safe System with just under 20 years of experience. Before joining the Road Safety Foundation (RSF) Suzy was head of international road safety at TRL, and before that she was responsible for overseeing the establishment of the International Road Assessment Programme (iRAP). The RSF is the United Kingdom Road Assessment Programme lead providing coordination and leadership of the programme that brings together work for National Highways, Welsh Government, Department for Transport and many local authorities. RSF has established Safe System road safety engineering working groups providing a forum for collaboration for road authorities, Police, DfT and other stakeholders. RSF provides training and tools helping road authorities to unpack the realities of trying to implement a safe system.
Elizabeth is an accomplished transport researcher and commissioner with over two decades of experience. She is the Research Director at the RAC Foundation, and a Behavioural Science Consultant at Co-Pilot, a start-up which develops evidence-based road safety education.
Elizabeth has a PhD in Transport Psychology from Cranfield University, where she focused on developing and trialling pre-driver education interventions grounded in behavioural science, delivering a programme of work which was awarded a Prince Michael International Road Safety Award in 2023. Elizabeth is an advisor to several road safety industry and government project boards.
Richard has worked in the field of applied road and vehicle safety research for 25 years and leads a diverse portfolio of research and consultancy projects at TRL. Richard’s background is in engineering and biomechanics and he is the lead researcher for some of the UK’s in depth crash investigation studies. He has a strong track record of identifying safety design priorities to help mitigate both the most frequent and serious injuries sustained, in terms of threat to life and impairment. Richard also chairs the Parliamentary Advisory Council for Transport Safety (PACTS) Vehicle Design Working Group and is a trustee for the road safety charity Brake.
Tanya Fosdick is a dedicated researcher, adept at translating intricate evidence into actionable practices. With nearly two decades of experience in the road safety sector, she remains committed to enhancing the efficacy of road safety policy and practice through the adoption of Safe System principles. Serving as Research Director at Agilysis and Principal Research Associate at Road Safety Analysis, Tanya has expanded her portfolio by assuming additional roles as a Trustee of The Road Safety Trust, Patron of The Road Victims Trust, and an Honorary Advisory Panel Member of the Road Ethics Project in South Africa.
As Head of Transport and Network Operations and West Sussex County Councl, Andy is responsible for a wide range of services including home to school and public transport, road safety, active travel and other infrastructure improvements, parking services and network management. Andy has been involved in road safety in various capacities since 1990 and remains a keen advocate for the service and reducing the number of people affected by road crashes.
