One of the first things Transport Planners learn (or should) is that transport is a derived good: a means, not an end. However, although we might readily grasp the principle, how effective are we at working it out in practice?
It’s understandable that, for all of us charged with planning or engineering how people and goods move around, our chief focus will be on Movement. However, if we don’t also have a decent grasp of how this movement affects the Places (the ‘ends’) that people and goods move between and/or through, there’s a good chance that the hoped-for transport-related benefits will be offset, or even outweighed, by unintended damage to the towns or cities in question.
Across the globe, urban authorities are realising that some of the major highway ‘solutions’ they employed a few decades ago created problems that are now prohibitively costly to solve.
The same lack of attention to Place when planning and designing for Movement is the root cause of a wide range of other urban challenges at a range of scales, including commercial centres, local communities, and individual streets.
Through reference to good and bad examples, and to relevant reports and guides, this evening seminar from the CIHT Dubai Group will make the case for the better integration of problem-solving and place-making, for transport practitioners to take a broader view of their role, and for more collaborative working methods.
Transport planners and traffic and highway engineers are all, in their different ways, ‘urban designers’, and the discussion will focus on how our role isn’t ‘just’ to help improve the efficiency and safety of movement, and it isn’t even ‘just’ to enable mode shift to foot, cycle or mass transit; it’s to help cities become more liveable, enjoyable and economically successful, and to help mitigate the effects of climate change.

John is Chair of Urban Movement, a consultancy specialising in urban transport strategies and public realm design. A traffic engineer, transport planner, urban designer and writer with 40 years’ experience, he was previously the independent design advisor on streets to the City of Edinburgh and the only transport specialist amongst the Mayor of London’s Design Advocates.
He currently has senior advisory roles for the London Borough of Ealing, Sunderland City Council, developer British Land, and The Crown Estate. John is also past Chair of the UK Transport Planning Society and a former trustee of the walking charity Living Streets. He is currently a working party member of the Parliamentary Advisory Council on Transport Safety (PACTS) and a trustee of the disability charity Transport for All.
