Dr Andrew Murray is an MBA qualified Chartered Civil Engineer with 36 years of experience in highways and transportation. Having held a variety of senior positions in Northern Ireland’s sole roads authority, he is currently Head of Roads and Rivers in the province’s Department for Infrastructure.
In this role, Andrew is responsible for the maintenance, management and development of all classes of road in NI’s 26,000km road network. He is also responsible for his group’s Transport Projects Division, which has just completed Phase 1 of the Belfast Rapid Transit Project, which introduced the new “Glider” services in parts of Belfast.
Andrew is a past Chair of the UK Roads Board and has represented NI on a range of UK bodies, including the UK Roads Liaison Group and the UK Executive Committee of the WRA.
Jim was the United Kingdom’s First Delegate to the World Road Association from 2008 to 2010 when he handed over to Roy Brannen. Over that period he was an active member of the World Road Association Executive Committee and Chair of the Strategic Planning Commission with responsibility for writing the 2012-2015 Strategic Plan which sets out the future direction of the organisation.

Before he retired in March 2011, Jim was the Director of Trunk Road and Bus Operations for Transport Scotland where he was responsible for the management and operation of the Scottish trunk road network and for the administration of Scotland’s National Concessionary Travel Scheme. Jim was also a member of the Transport Scotland Board that is responsible for governance, strategic direction and culture of the organisation.
Jim is currently the non-executive Chairman of BEAR Scotland, the Trunk Road Operating Company responsible for the management and maintenance of the North West and North East Trunk Road Units as well as being a member of the Scottish Canals Audit and Risk Committee. He also undertakes, occasionally, other pieces of work on a consultancy basis.

Sukky Choongh-Campbell graduated from Kings College London in 2010 with an MSc in Environmental Health and has previously been employed by the London Borough of Islington as air quality officer.

Tim Armitage is an Associate Director within Arup’s Advanced Digital Engineering Group. Tim coordinates much of Arup’s electrification of road transport activity and has been directly involved in supporting UK local authorities and commercial organisations.

Yogesh has been highly influential in shaping the highways industry’s collaborative practices. Between 1999 and 2005, he led the Highways Agency’s development and implementation of the integrated style of maintenance and framework contracts and developed the Active Management Payment Mechanism for PFIs, moving from lane availability incentives towards customer safety and journey reliability. At Eurovia/ Ringway, he has undertaken several strategic and operational roles, including being the Operations Director at Ringway Jacobs between 2009 and 2013, responsible for the central London HMWC Contract with TfL.
His current focus is on using technology innovation as a “disrupter” to challenge existing business and operating models for highways construction, maintenance, management and operations, and making the infrastructure more digitally connected with its customers and environment.

John Dowie joined FirstBus in autumn 2016 as Director Local Strategies to support partnership working across 14 operational companies and the company’s response to the triple challenges of the Bus Services Act 2017, air quality and road congestion.

Prior to that John had a varied civil service career starting out in the UK Atomic Energy Authority, with periods in the Department of Energy, Department of Trade & Industry, HM Treasury, the Scottish Government and the Government Office for the East of England. More recently, he was ten years in the Department for Transport, leading on local transport from 2006 to 2013 and then from 2013-2015 Director of Strategic Roads, establishing Highways England and producing the first Roads Investment Strategy. His last role in DfT was as Interim Director-General for all the department’s work on motoring, roads and local transport.

Miguel Caso Florez is a civil engineer and an architect graduated in Spain and France. He has initially worked for the private sector and then he has worked at the General Secretariat of the World Road Association PIARC for 13 years, serving as Technical Director of PIARC for the past two years.

Miguel supervises the technical production of the over 20 PIARC Technical Committees and Task Forces, which include over 1.200 experts from over 80 countries. He also coordinates internally the PIARC Special Project program, which intends to provide an answer in a short period of time to emerging issues identified by member countries. Today he will present us the results of the last PIARC Special Project which is called “Electric Road Systems: a solution for the future?”.
Roy Brannen is the Chief Executive of Transport Scotland, the national transport agency for Scotland and part of the Scottish Government responsible for delivering Ministers transport priorities and commitments with oversight of the operation and improvement of the trunk road, ferry, inland waterway and railway networks in Scotland; prioritising future transport policy and investments,

A Chartered Engineer, Simon has delivered complex national infrastructure projects in Wales and overseas, has led large multi-disciplinary teams and has successfully managed business units within the UK’s largest engineering consultancy.

Simon has the broad track record and reputation to deliver this role, as well as the recent experience of doing so successfully. He has built a team, worked with Ministers and understands the wider strategic objectives.
