CIHT supports licensing framework in Department for Transport’s micromobility survey

CIHT has submitted its response to the Department for Transport’s survey on regulating on-street micromobility, recommending that local authorities have the power to shape shared micromobility schemes and ensure they work for local people.

CIHT has responded to the Department for Transport’s survey on regulating on-street micromobility in England.  

The survey was launched on 7th January to explore how to empower Local Transport Authorities to regulate on-street micromobility schemes. 

The survey set out to gain early views on the Department’s approach to regulate on-street micromobility schemes to inform primary legislation. The Department plans to consult in more detail in the future on the finer aspects of the policy intended for secondary legislation.

Key points highlighted in CIHT’s response include: 

  1. The opportunity for on-street micromobility: CIHT agrees that this form of transport can help to reduce inactivity, provide greener transport options and help to create an integrated transport system.
  2. Importance of risk management: Any proposed regulations must also account for and attempt to mitigate the most significant risks associated with on-street micromobility, namely obstructive parking, anti-social use and road safety issues associated with vulnerable road users.
  3. Context is key: It is important that any proposed regulations maintain a balance between local autonomy and central direction as well as considering contextual factors such as available space when addressing issues such as parking.
