The Welsh Government has published its Draft Budget, setting out its proposed spending and tax plans for 2025 to 2026. The Draft Budget will be scrutinised by Members of the Senedd before a final vote in March 2025. 

The Welsh Government has aligned spending decisions in 2025-26 with its four key priorities: 

  • ‘Iechyd da’ - A Healthier Wales – cutting NHS waiting times, improving access to social care and services for women’s health. 

  • Green jobs and growth - creating green jobs that tackle the climate crisis and restore nature, while making families better off; accelerating planning decisions to grow the Welsh economy. 

  • Opportunity for every family - boosting standards in schools and colleges and providing more homes for social rent, ensuring every family has the chance to succeed. 

  • Connecting communities - transforming railways and delivering a better bus network; fixing roads and empowering local communities to make choices on 20mph.  

The Budget sets out plans for £26bn worth of investment into Wales, including £3.4bn lined up for capital spending.

The Budget provides an additional £1.5bn compared to the previous year, providing an increase in the resources available both for national government spending and grants to Local Authorities.  

A fund of £120m in capital transport grants will be made available to local authorities to support investment in resilient road projects, safe streets, active travel, bus infrastructure and EV charging infrastructure. The budget also includes an additional £70m resource and £51m capital funding to be invested in railway and bus networks. 

By making ‘connecting communities’ a key priority, the Welsh Government has placed emphasis on transport in its spending plans and we welcome the commitment to increasing transport spending, with both capital and resource spending on transport rising by over 10% compared to 2024-25.
