Government releases new guidance on cross-pavement solutions for charging electric vehicles

The Department for Transport and the Office for Zero Emission Vehicles have released guidance to help local authorities develop policies on the safe use of cross-pavement electric vehicle charging solutions.

Published on 24 December 2024, the new guidance provides information on the areas, regulations and processes local authorities should consider when forming policies on cross pavement charging solutions. The guidance covers England only.   

The guidance covers the two main cross-pavement solution types that have been trialled and are currently on the market: 

  • Cable channels embedded within the pavement
  • Permanent under pavement cables 

The guidance does not cover emerging technologies, such as charging bridges, or temporary solutions, such as cable covers or mats.   

The guidance recommends local authorities develop policies based on factors relating to the local landscape, considering existing local charging strategies and transport plans, the availability of parking next to the applicant’s property and physical factors such as pavement width. 

Local authorities should consider appropriate models for ownership and maintenance, which play a key role in determining responsibility for associated costs, seeking permissions and legal liabilities. The guidance highlights available financial support through the Local Electric Vehicle Infrastructure (LEVI) Fund.  

Local authorities must be satisfied that the equipment used to facilitate cross-pavement charging is suitable and safe before it is placed on the public highway. The guidance lists relevant standards that local authorities may wish to consult to inform their decision making.
