The Planning Inspectorate  (23 October 2024) has published new design guidance for Nationally Significant Infrastructure Projects (NSIPs).  

The guidance specifically calls for: 

The context for the place, its environment and the opportunities for creating social value, including for the local and wider economy
Clarity on achieving project-wide sustainability that goes beyond mitigating adverse effects to achieve economic, environmental and social net-gain

CIHT's Better Planning, Better Transport, Better Places advice document provided clear recommendations for the government for improving current policy and emphasised the critical elements of environmental, economic, and social sustainability when planning and delivering key UK infrastructure. 

CIHT said:  

As outlined in CIHT's Manifesto a Transport Network Fit for All Our Futures, there is a need to integrate land use and transport planning. 
CIHT believe that planning rules must encourage place-based solutions that create attractive built environments and reduce the need to travel. Planning should support and promote the availability of local services and provide people with real choices and appropriate alternatives to private car use.

CIHT looks forward to engaging with the government, relevant public bodies, and private industry to deliver the recommendations from this report and ensure that our transport network can better meet the needs of our economy, society and environment. CIHT will continue to push for a stronger focus on sustainable transport to ensure development meets the needs of people, not cars.

CIHT is anticipating the government’s Autumn Budget, due to be delivered on the 30 October 2024.  

CIHT has called for the UK government to provide commitments in this budget  to ensure we have an effective transport network. 

CIHT have specifically called for the UK government to: 

  • Deliver a local roads investment strategy that has a minimum five-year commitment to funding for local roads maintenance and renewal  

  • Identify a dedicated fund to mitigate the impact of climate change on highways in vulnerable areas 

  • Provide consistent funding to help to reshape the required infrastructure and services to promote walking, cycling and public transport 

  • Give assurance that local authorities will have the funds to share and implement best practice in road safety 

  • Remember that transport is all about the people it is supporting and to ensure investment decisions respond to and accommodate the diverse societal needs in terms of people’s characteristics, circumstances, resources, aspirations and geographical requirements.
